That's just bizarre. As far as I know, in most Europeans countries voting is in fact handled that way, and everything usually goes smoothly. You still need to show your ID when you arrive to the voting location, and in most cases you can vote even if you don't have that certificate with you. You must be joking. What happens if someone steals that out of your mailbox? (Yes, they do that in the US. That's why we don't mail out free copies of a newborn's birth certificate to the parents anymore; they were being stolen and used to create fake id's.)
Doesn't USA maintain a proper national registry of its citizens that includes everything from their health records to voting eligibility?
