As the peace keeper wars have now told us the peace keeper are the remnants of a UNish galactic moderating body controlled by the emotion manipulating eidalons. Sebaceans have unsupirsingly been identified as earthling recruits. though to be honest they're position reminds me more of the gem hadar of the dominion

To be fair guys, his spoiler was minor at best. I mean, really - who the hell didn't know the Sebaceans were humans? It's about as fucking obvious as you can get.
