Honestly, proposing federal legislation for these things is a time waster. It'd be much easier and more feasible for the states themselves to change the way their electoral college votes are decided. Illinois could implement such a run-off voting system if it wanted to, because the tabulation of votes and the determination of who won the state is entirely up to the state in the electoral college system. Maine, for example, divides its electoral votes up proportionally. No federal-level legislation required there.
That's actually one of the advantages of the electoral college. Federal-level legislation isn't required for change; the states can do it themselves.
