And even if Arnold did like filming movies in Canada, that was when he was an actor. Now he's the governor of the largest state in the US. So his priorities have kind of changed from "Places I like to film in" to "What is best for the people under my governance."

Arnold has a great deal of influence in the state assembly right now, mostly because of three reasons:

1) He's a socially liberal Republican, a rare but popular form of Republican here in California.

2) He goes to extraordinary lengths to gather support from Democrats.

3) It looks really good to be supporting a bill with Arnold's endorsement. Just to show you how big a deal this is, all of the ballot initatives that Arnold has supported have passed.
