Judging by the looks of the pamphlet (Pretty much anyone could have made something similar with Microsoft Word and fifteen minutes to spare), I'm thinking that it was sent out by some cracker who thinks that it would actually keep blacks away from the polls.
And, I'd find it pretty ironic if, after all of this, the blacks they keep away from the polls happen to be the few that vote Republican.

I'm not sure how it works in other states but I personally think the way Wisconsin registers voters is an actual true democracy, one other states should adpot. If you forget to register by a certain time, you can't voice your opinon by voting and thus are pretty much discarded. However, Wisconsin state law says that you are not required to register prior to the actual voting process. All you need to do to register is provide proof of citizenship+age and proof of state residency by providing a bill envelope of some sort (or something similar) and fill out a 5 minute form then you are officially registered. If you forget to register, you can register later and still voice your opinon by voting.
