Bush locks out non-US citizens

Apparently, Bush's web site http://www.georgewbush.com/ cannot be directly reached by traffic from outside the US. If you don't live in the US and you click the link, you should get a

Access Denied
You don't have permission to access "http://www.georgewbush.com/" on this server.

Of course, you cann still visit the site using a US-based proxy...
http://www.anonymization.net/http://www.georgewbush.com

Any ideas as to why he would do this?
