Guam receives a lot of money from the Military, and since Republicans are usually seen as pro-military . . .

That's because the founding fathers decided to ensure that DC wouldn't be a state. They didn't want any one state to say "I HAVE THE CAPTIAL! NYA-NYA-NA-NYA-NYA!"
