Luke was hiding himself from the public. I don't think there were any other force sensitives around. I don't have the books with me. It's not a perfect comparison between Luke and Palpatine. But I'd think it would be the same idea of cloaking ones image and force power with the force. Though it is odd that the most powerful of Jedi cannot detect Palpatine in the force.

In Darth Maul - Shadow Hunter it states that Maul and Sidious where able to scout of the Jedi Temple, getting close enough for Sidious to point out several important Jedi Masters. The action in this book takes place on Coruscant so it's a fair assumption to say that Sit have superior hiding skills. I really wished I remembered where the quote was about Palpatine's true identity so this mess could be cleared up. Anyway, the point is that none of these 'two person' theories work according to a spoiler that stated was as a scene in the film that revealed that Palpatine was merely Sidious' public cover:
In the scene right before Windu fights and gets killed (I'm pretty sure against Anakin, with Palpatine looking on), Palpatine drops his disguise for a brief second, revealing his appearance that he has in the classic trilogy.
They've never suggested they were two separate people, no split personalities arguing in the mirror, no Hollywood Parent Trap switcheroo...

There is at least one canon example of force cloacking (and image changing). In Clone Wars Chapter 6, when Count Dooku arrives on the gladiators planet. He is welcomed by Asajj Ventress, who changes her visual appearance while they're watching the fights in the arena.
