Not an unexpected measure considering the situation in Falluja. They're attempting to bring down insurgency forces in order to make way for democratic ellections. I don't think this is unreasonable. It will become unreasonable if they attempt to extend martial law beyond the scope of the operation or use it to influence or disrupt the election. But for now, martial law should help them battle the insurgency.
