The Stanford Binet test uses a SD of 16, while the WAIS uses 15. Of course, the SD of men is substantially higher than that of women (maybe up to 50%) , and 15 or 16 is the just the population weighted average.

Oh, and I think The Dark is right, that sort of average IQ difference between populations as large as a state is borderline absurd, and I'd definitly need to see a peer reviewed study in a respectable journal before I'd believe something as far fetched as those numbers.

A funny way to think about it, if we assume an even distribution, and that the smartest person in the state has an IQ of 100 (normal), half of the people there have an IQ ranging from 70 to 85 :P

Or I might have completely fucked that up, which would also be funny.

Well color me suspicious but the ACT and SAT are about the worst possible source for data with which to estimate IQ.
