The Stanford Binet test uses a SD of 16, while the WAIS uses 15. Oh, and I think The Dark is right, that sort of average IQ difference between populations as large as a state is borderline absurd, and I'd definitly need to see a peer reviewed study in a respectable journal before I'd believe something as far fetched as those numbers.
