What will these countries say though when the US asks Iraq to repay us for the reconstruction money? "How come you didn't do it also?" Or was that overturned?

Debt and payment are I think different in this instance. For our stuff with Iraq, its more like layaway.

I think the US is trying to go the way it did after WWII when we helped to rebuild Germany and Japan.
