Possibly it is worth it. It still sucks. At present a terrorist attack would not cause a major shift away from the war except among the allies; this would make the War on Terror harder on the diplomatic/political front. If they start recruiting now, they may have enough so as not to tempt the terrorists to strike during the midterm or some such.
