Well, web filters are commonly used and promoted by the more... socially conservative people. It's only natural that they would try to appease their target audience. For example, although they claim to block such things as "hate speech", they accept hate speech which violates their rules if it happens to be on the web site of, say, Focus on the Family. And there are often categories like "Occult" and "Alternative journal site", which I've been annoyed at in the past.
And they need to be competitive for the lucrative Saudi Arabian market.

Not quite. Actually, I think Websense just catalogs websites and files them in various categories. It's the server admin and those running the filter that decide what categories to block. At least, that's what it seemed from the conversation I had with my school's network admin.
