The vast majority of the slaughter in Rwanda was by people armed with nothing more then knifes and machetes, and even lesser weapons then that. Against that sort of opposition you don't need large numbers, you just need basic infantry skills and some jeeps.
How much live ammo did those 270 men carry? 270 men can't cover all or most of a country when many thousands have a hard-on for chopping up defenseless people. Unless there was some sort of re-supply and/ or reinforcements, those guys would have empty rifles and then what? Blaming this commander on the ground for Rwanda is like bashing the teenager who works at McDonald's for the lousy food.

How much live ammo did those 270 men carry?
On average, probably less than 400 rounds each...

Most of the genocide was carried out with machetes and knives, but there sure as hell were enough AKs floating around to eventually overwhelm Dallaire's troops quickly enough. Anyway, with 270 troops it isn't even physically possible to cover the entire country.
