To prevent "trash can babies" somewhere, those areas allow mothers to leave their infants in a little private hidden place outside a hospital. No questions are asked; the baby can just be left and the mother leave and never think about it again. The infant would be cared for and put up for adoption. When implemented, only a very small number of babies are "abandoned" at those hospitals, but the number who are abandoned to the trash fall to zero.
Do you know how widely-used that idea is? It's brilliant.
Indeed. Unfortunately, it also runs afoul of the conservative "we must discourage undesirable behaviour even if it causes worse problems" mentality, so it seems unlikely in a conservative neighbourhood.

It's state law in New Jersey. You can leave an infant at a police station as well.

Any city gets what it admires, will pay for, and, ultimately, deserves…We want and deserve tin-can architecture in a tinhorn culture. And we will probably be judged not by the monuments we build but by those we have destroyed.--Ada Louise Huxtable, "Farewell to Penn Station", New York Times editorial, 30 October 1963
