Option A will have not only more troops/ weapons, but greater mobility, which adds a lot on any battlefield. If (for some reason) there are no support vehicles, aircraft, or any other mechanization present, then the troops from group A can run rings around group B an duse terrain to their advantage more, while the beefy dudes overheat and require a lot more water, food, etc...
Something about Libertarianism always bothered me. Then one day, I realized what it was:
Libertarian philosophy can be boiled down to the phrase, "Work Will Make You Free."
In Libertarianism, there is no Government, so the Bosses are free to exploit the Workers.
In Communism, there is no Government, so the Workers are free to exploit the Bosses.
So in Libertarianism, man exploits man, but in Communism, its the other way around!

You know, most of these hypothetical "is this a good idea?" real life scenarios can be resolved be simply asking "Are militaries actually doing this?" If not, it's probably not a good idea.

There's also the question of who's attacking and who's defending.
If B is defending, then they can just sit tight for most of the time and let A come to them, hopefully inflicting enough casualties to render A ineffective, while assured that body armour will suficiently protect them.

I believe this is already happening, my friend has a new vest in his garage and hits much heavier and stiffer than the flak jacket he had in the early 90's.From what I understand though, currently the Corps is incorperating a new vest that can withstand small arms fire.
They are getting new cammies too. They look kinda strange, but you dont have to starch them and iron them anymore.
Yes, I believe the new jacket is called the Infiltrator, but I might be wrong. Yeah, I've seen the new cammies too. They are computor designed and all though they look horrible, they do work rather well in blending in to the background and flora.
