In-Universe - The Force. The Force guides people, and those with great destinies (Luke, Anakin, Palpatine, etc.) end up together. I think this was obvious ANH in the way that Luke's uncle just "happened" to purchase the droid who would lead Luke to Obi-Wan. There are other examples, but I don't want to go on for too long.
Sadly you may be right about the cynical answer.
As for the in-universe answer it does make some sense, particularly with all the talk about "destiny" and suchlike, but some rational explanation would also be nice. Apart from the bit about the droids being purchased by Owen, most of the "destiny" coincidences can be explained in some way. For instance Ob-Wan picking Tatooine for his retirement home specifically to watch out for Luke and still keeping loose contact with Leia's adopted father explains how Leia's distress call just happened to reach Luke. R2-D2 had been told by Leia where Obi-Wan lived so quite possibly he would have found his way to him one way or another (and Luke and Ben, though not exactly living next door to each other were practically neighbors by Tatooine standards).
That's how I like to see destiny work in fiction: it
can be explained or rationalized somehow, and
yet...
