Games are canon. Game mechanics are discarded because of the limitations of the simulation as are balance issues. But this has nothing to do with game balance. The problem is that it's contradicted by other sources that make much more sense. Though we could assume that since other sources explicitly mention the superlaser/Imperial starfleet, that the Alliance comparison refers to all the other weapons on the DS.
