Public defender quality isn't the problem. It's quantity. Public defenders are probably some of the most experienced trial lawyers in existence. What hampers them is that they have way too many cases to keep track of.

Not nessicarily. It could "answer to it's people" by telling them to fuck off whenever they make a suggestion on how to do things...
