1. select with "color range" the region you want green - find correct tolerance

2. select green as foreground color

3. Filter -> Sketch -> Halftone Pattern

4. Repeat for other regions with other colors.

Close enough. Much simpler than that though.

Just open the picture
Filters>Pixelate>Color Halftone
Look at the groovyness
Filters>Stylize>Glowing Edges
Begin taking dru...I mean.....ummm.....admire your work!
