A comm rating steps up beside flag bridge's main tactical-scale holoprojector, coughing to catch the attention of the CO of the Third Battle Squadron. "Sir, we've received a transmission from the fleet that just departed BFE-007...they're under attack by multiple raider groups in force and are requesting assistance."

Rear Admiral Hallmeyer turns quickly and snatches the proffered datapad, giving the communique a cursory scan before pressing a button ont he railing around the holo. "Commodore, this is the flag. Copy this missive from the Hub and alter battlegroup course to intercept. Go to maximum sustainable and get me an ETA as soon as you have one. Send the squadron to general quarters at plus-five from emergence." As he releases the intercom stud, the comm rating speaks up hesitantly, "Sir...should we send an acknowledgement, tell them we're coming?"

"No, son. We transmit and the raiders intercept and scatter. The Hub will just have to hold out until we get there."

Admiral Davis sat in his command chair. 'Another day, another drill,' he thought as he watched the Dalton's point defense guns demolished a swarm of target drones simulating attacking fighters. "Tighten up the formation, get escort around the carriers," he ordered as he saw a destroyer squadron's fleet captain asking permission to break off and engage a pair of phantom frigates generated by the drill simulation system. A glance at the sensor displays told him of an enemy cruiser moving into position to assault the Gaheris, and he wanted those destroyers there.

"Conn, Comms. Incoming message, general distress signal. Convoy under massive pirate attack, cruiser squadron strength, request assistance. It's an open signal on all bands, sir."

"That'll bring in every pirate for lightyears around," noted Captain Johnson.

"Yes it will. Comms, orders for the fleet. End exercises immediately and form up for jump, get Protector, Defender, and Watchman up front, Dalton, Einstein and Oppenheimer in close to the carriers. Normal distribution of destroyers and frigates. Helm, ETA at the distress signal?"

"Twenty minutes, sir. They're close."

"Form up and jump. General quarters, all hands to battle stations."

Alarm klaxons sounded throughout the massive ship and the other ships in the fleet as they formed up and jumped out.

Deep space, above the plane of the galaxy

At the planned jump-off point for the attack on the Gornath Confederacy, the Shi fleet was in total readiness, waiting for the time limit on the ultimatum to expire. Everything was meticulously planned, and every contingency was accounted for.

Except for the event of a convoy sending an open broadband distress signal, which within moments was relayed out to the fleet. Admiral Miawoaro Shirro, in command of the punitive expedition, reacted instantly with his trademark decisiveness.

"Tight-beam back home, have them give the Gornath scum a weeks extension on the deadline. Get the fleet moving towards that convoy immediately, with a probe droid shell in front to run into any unanticipated obstacles, maximum speed."

His staff had been with him far too long to ask any stupid questions, and sprang into action to get the task force moving, and within minutes, they had come about and plunged into hyperspace.

We nominate the Knights Templar to remove this threat from existance. Given the capabilities of Aquarius's defenses, we do not believe it necessary to involve any other nations military, though this will take a significant amount of strength to accomplish.

(sensor logs attached, which show ships leaving said system and pirating transports, some of which are then intercepted and captured by Rpblksrpsk warships. Detailed sensor logs show the exact composition of the ships defending said system, and a report is included detailing the probable ground forces to be faced. Blue Pointe

Blue Pointe was abuzz with activity, constructor ships comnig in and out of the station, carying bits of this or charred hunks of that. Inside the great hulk workers in construction suits and driods were busy replacing this and that. The damage was quite extensive and many sections had to be completely rebuilt. Still, work progressed well as engineers, technitians and repair specialists from a half dozen nations worked hard to restore the station.

Already Blue Pointe was becoming a hotspot of activity as local merchants began to come in small packs, attempting to sell some of their goods to the garrisoned ship crews and construction workers. Superfreighdors carrying supplies and raw materials were arriving daily from all over bringing the equipment and parts needed to complete the reconstruction.

"Acknowledged, moving in." Admiral Davis killed the transmitter. "Helm, Conn, flank speed, come port to 254, line up..." He paused for a second, examining a sensor scope that was just beginning to show target designations. "Sierra-23. Guns, Conn, spin up the spinal mount, all other batteries engage and fire at will."

"Aye, sir."

As the fleet began to break up into smaller hunting groups to go after the pirate vessels, the massive Pillar of Autumn lunged forward, her gigantic engines straining to accelerate the battleship. Railguns on the forward port quarter began to fire at a distant group of destroyers.

"Conn, Guns, solution on the spinal mount for Sierra-23. Correcting gyros to account for target's motion."

"Fire one."

Target Sierra-23

The ship the Nashtari officers had designated Target Sierra-23 was an aging medium cruiser, patched together with myriad different spare parts and several different weapons systems.

"Move in on the convoy. We'll see what we can grab before the pigs get to us."

"Enemy battleship bearing down on us, Cap'n."

The captain looked at a sensor scope. Formidable, but battleship? This thing was a quarter the size of Stuart Corporation dreadnoughts, to say nothing of the old Black Alliance. "Keep going, we can get..."

The massive railgun shell, weighing in at 400 tons, left the ship-length barrel as the report came in, accelerated to over half the speed of light by the magnetic coils all along the ship's main gun.

It crossed the distance between the heavy battleship and the cruiser in a nanosecond. The unfortunate pirate vessel was shattered beyond recognition. Her reactors, ruined beyond any hope of safeties, exploded less than a second later. She was not so much split in two as rent asunder from a pristine (or as pristine as the pirates ever kept her) condition in less than a second.

"Target destroyed, Admiral."

"Very good. Stow the spinal mount, I think we've made our point. Take us in. Any target that does not surrender is to be engaged at will."

All currently deployed forces are to be recalled for redesignation (with exception of the two diplomatic forces which should now be arriving at the borders of the respective powers they are to be working with). This shouldn't take long, so they can be redeployed. To save time, except for the need to assign a new headquarters group for the new fleet (the Fifth in this case), the current staffs should remain in place and just be rotated to new assignments as needed. There will, of course, be a need to exchange banners and battle honors and such, but I am not going to micro-manage the process.

I am ultimately going with the ex-Protector's Conference plan, with a small cavet. Both plans would take a large amount of time to implement, I fear, and the ex-Protector's plan emphasised the need for immediate defense. However, due to a lack of battle carriers and our need for a Fifth Fleet, I am only deploying each fleet with two battle groups for now. Once all Five Fleets are at full strength, we will prepare the Sixth Fleet. I am also going to construct a Seventh Fleet as a permanent reserve and training force, but only after the Sixth is at full strength. Due to the long range of these plans, I will not consider any other expansion of the military at this time (though I expect the immediate need for an Eighth and Ninth Fleets to become apparent). After this, I expect no further reshuffling of forces in this manner, fleets will be formed and kept in the order they were created.

Massive building orders for all classes of ships are to be placed with all of our shipyards, and construction of a fleet headquarters station for Fifth Fleet in the asteroid belt of Zemyna. Our ship construction orders for all Escort-class vessals are to taper off as needed as we near navy requirements for said craft (upto a seven fleet navy).

So, without further ado, the new deployments:
• Reorganize our forces into five fleets with two battle groups. Each group should start out with 2 Raktavija-class Fleet Battle Carriers, 6 Kamaitachi-class Battlecruisers, 24 Ferentina-class Escort Corvettes, and 15 Scathach-class Planetary Assault Corvettes. The five spare Ferentina-Class Escort Corvettes will be placed in reserve until needed and used as training ships. The Marines attached to each force should be moved around as needed, but their numbers are currently unaffected.
• As the shipyards produce new battle carriers, assign them accordingly throughout the entire navy (priority goes to the Second, but all ships must be evenly spread out). In addition, Kamaitachi-class Battlecuisers and Scathach-class Planetary Assault Corvettes should be built according to current fleet demands. Only when all five fleets are at full strength should the Sixth Fleet begin construction. Marine Corp personnel numbers should increase per current regulations in line with all new construction.

New fleet headquarters assignments are as follows:
• The First Fleet operates out of our Vigora IV station and its duties are now Vigora Provincial Defense. Its designation becomes that of the current Second Fleet.
• The Second Fleet operates out of Hephaestus Station in Vigora and its duties are now Territorial Patrol. More specifically, it would be responsible for patrolling the hyperspace lane between the Vigora System and the ACIN's Blue Point Station. Its designation becomes that of the current First Fleet.
• The Third Fleet operates out of Indra Station in Mayin and its duties are now Mayin Provincial Defense. No change in fleet designation.
• The Fourth Fleet operates out of Karttikeya Station in Tvashtri and its duties are now Tvashtri Provincial Defense. No change in fleet designation.
• The Fifth Fleet operates out of Zemyna II (until construction of their fleet headquarters station is complete) and its duties are Zemyna Provincial Defense. Its designation will be Kilunge.
• When the Sixth Fleet comes online, it will operate out of Hephaestus Station in Vigora and serve as a Territorial Patrol Fleet and Rapid-Reaction Force. Its designation will be decided upon creation.
• When the Seventh Fleet comes online, it will operate out of Hephaestus Station in Vigora and serve as a Reserve Territorial Patrol Fleet and a Training Fleet. Its designation will be decided upon creation.

All questions should be sent through to my office immediately, otherwise I want these orders carried out immediately.

After a minute, the chief sensor operateor was satisfied that the ships belonged to the Shi Combine, and the Captain was informed. Making his way to the bridge from his office, he ordered communication's channels opened.
