I was going o're some history and saw that Us service people from reservations and those from Peurto Rico are listed as "Non-citizens"
so this was the case back in the 1950's is it still now?

I think Puerto Rico needs to shit or get off the pot. Become independent, or become a state. I'm not an expert on the situation, though, and I'll welcome any more informed analysis,.

Puerto Rico is not going to declare indepentence or go for statehood because they gain nothing either way. Has a territory they get more federal money than a state and more leeway.
If they become a soverngen nation they lose that sweet payday. They become a state they have to live up to a bunch more regulations.

The U.S. is the one getting the short end of the stick with Puerto Rico. A couple of years there was a huge movement in Puerto Rico to get the U.S. Navy to stop conducting bombing exercises on Vieques Island off the coast of Puerto Rico (assisted by certain left-wing Hollywood personalities and Democratic congressional blowhards, I might add), and Bush and Congress responded eventually by not only ceasing bombing exercises and moving them to Florida, but by including in the Defense spending bill for 2004 a provision to close down Roosevelt Roads, the military base on Puerto Rico that also happened to be the island's largest employer, in 2004, since it was no longer necessary.
To which they responded with the expected whininess that comes from people who unknowingly make bad decisions and are later forced to face the consequences of those decisions, of course.
But anyway, that aside the U.S. is, like I said, just not getting a good deal with Puerto Rico anymore. We still have two bases there for the National Guard, I think, but I don't know if we really need them - maybe Sea Skimmer or someone well-versed in these thngs would know. They should be forced to choose between statehood and independence, quite frankly, but the truth is the American public just doesn't give enough of a shit to really push for revoking Puerto Rico's commonwealth status.

The Indian Reservations are federal land but not part of the states they are within, although the states have been known to put some pressure on them to get them to do things. I don't think the reservations would have to do anything the states want but sometimes they do just because it would kind of suck to live so close to really hostile neighbors. This varries some from state to state. I think some of the Northeastern states have a lot more power on the reservations within their borders.
Anyway, here in Arizona on the Indian reservations they sell tobacco and alcohol without any of the taxes that Arizona tacks on so the stuff is much cheaper in reservation stores because they only have to collect the federal taxes.
I work with a woman who is Pasqua Yaqui but she doesn't live on the reservation. Her health care is taken care of through the tribe but just last month she was called for jury duty by the city of Tucson. That means she must be a registered voter and therefore considered a citizen of the US.
I don't know if Indians who live on the reservations are required to pay Arizona state income taxes or not. I would imagine they are but considering how bad the situation is in certain parts of reservations I wouldn't count on it.
