Sally stroup and budget shifting in eduation

What do you guys think of education assistant secretary Sally Stroup. I did some reasearch on her, and her history seems somewhat fishy. SHe apparently was involved with the Apollo corporation, which somehow misused federal funds comming into their University of Phoenix institution.

She's not supporting Bush's elimination of Perkins loans and loan insurance and bank subsidies which help many students get low interst (5 5 loans). Instead, they want a 28 billion dollar plan covering 10 years to replace it, which gives a total of 100 extra dollars per year, for 5 years, to the Pell Grants.

I don't know if it's a good idea to take away subsidies that encourage a lot of low interest loans and programs that eliminate bank loan insurance.

the Consumer Banker Association said this will cause them to stop issuing loans to a lot of higher risk students, especially community college students.

As well, not everyone can get Grants, because you have to qualify for financial aid. I can't get any of those grants, because I apparently make too much money, but I still don't have that much money for college, since that's why im going to a community college in the first place.

Perkins loans helped about 670 thousand college students in 2004, I think.

FFEL and DL loans amounts to a $21 billion outlay serving 5 million borrowers in FY2003 (Perkins services just over an eighth of the borrowers but at a third of the cost). So why not collapse Perkins into FFEL and DL? The real fight here is between universities who are opposed to assuming costs for direct lending and people trying to cut out the middle man.
