Different manufactures equals different classification system. That works out most of the time anyway. Course their where those 300-meter battlecruisers floating around in Spector of the Past.
Anyway, while the Mon Cal's MC80 series might be bigger and classed as cruisers, I'd expect that a purpose built KDY warship would be more powerful even if smaller. That might explain the naming. NRDF vessels are more powerful for the length then Imperial vessels it seems, most likely because of a lack of troops and having 1/10 the endurance.

I have no idea why the Empire wanted 5-year endurance, unless that’s actually the time between refits, not resupply. Many novels suggested or actually had ISD's resupplying as part of a routine. Even if you wanted to keep stores pretty full once a year would do.
The lack of troops proved to be a problume in Destinys Way. While an armed crew might suffice for counter boarding, I'd want at least a regiment on destroyer rate ships. Both for security and landing. The New Republic might not conduct invasions and thus needs no heavy armor, but just having somthing to clear out a pirate base with or land to protect an installation would be good.

I don't think it means refits - Mon Cal warships didn't seem to have to put into port that often. Maybe simply fuel or consumable supplies at a non-combat rate of use?

We'll it wasn’t a real big deal, but it would have removed the need for the 40,000-kph A-wing ramming trick. If the NRDF vessels had had assigned troops they could have sent them down after it became clear the Vong intended to make a large scale landing rather then fighting it out first.
As it was it was stated that they had no ground troops. While an armed crew might suffice for your day-to-day security and repelling any attempt by the enemy to board your own ship, it wont cut it for anything off ship.
I don’t think the NJO has any boarding actions against warships by non-Jedi period. However against a normal enemy whose ships could be used once captured with greater ease that capacity would have been of use.
The NRDF does have dedicated ground troops; they've been mentioned and been in action many times. My bet is that there not on warships because of the NR's paranoia about the Empire. Same stupidity that left the NRDF with only five major capital ships when the Vong came.
