Probably the Americans With Disabilites Act. I don't know why it hasn't made the ing rooms at strip clubs wheelchair accesible. Remember that quadriplegic man that sued because of that?

ATMs are basically off-the-shelf items. It's simply not worth the money to develop another public-proof keypad without braille just for the sake of drive-through ATM installations.

A lot of warning labels are there not because someone has sued the company, but to forestall anyone actually doing it. As for the "May conatin nuts" labels, there's a law (in the USA, at least) requiring any product with nuts to have such a label, b/c people can be very strongly allergic to them.
