Someone help with console activation?

Anyone know how to get the console to work in Half Life 2? I tried doing the


-console on the properties section of the shortcut, but it's not working. I know the console key is the tilde, but I don't know how to get it to come up.

Keyboard tab, hit advanced, enable developer console (~)
"Right now we can tell you a report was filed by the family of a 12 year old boy yesterday afternoon alleging Mr. Michael Jackson of criminal activity. Do you have an european keyboard or an american one?
You might try changing the layout in the control panel.
