whenever I download Paint shop 7, the demo version from the jasac site and attempt to install and run it, it keep tellings me my 40 days are up.

I can't download a working demo anymore :evil:

yeah, but it later run out, and I simply deleted it, Now I want to re-install the demo, and as soon as each demo ends I want to install another.

It obviously installed a registry key somewhere. Install something different, like The Gimp. The Gimp is legally free.

There is a registry key or hidden file someplace. You would have to scour your machine for it.

Usually even turning back the clock wont work.

Actually, this is a problem with the full version as well (which I have) -- you have to remove all of the Registry entries and the MSI fragments the installer leaves (even after a "normal" uninstall). The second can be dealt with by a program that JASC provides; get it at:
ftp:// ftp.jasc.com/pub/ ZapMSI.EXE (spaces inserted to break auto-linking from board)
The first involves manually hunting through and purging all of the PSP7 entries in the Registry, which is not for the faint-hearted. Just search for all mentions of JASC and/or Paint Shop Pro. Be sure to back up the Registry before making any changes, especially if this is on a Windows 2000 installation.
