They mostly played 'Evade The Borg' and used terrain(Planets, suns, solar flares) to their advantage. They also demonstrated the ability to dodge Borg shots. This is tactical ability that leaves the Voyager wallowing.

"Best of Both Worlds" - Rapid phaser modulation allows E-D to destroy a tractor beam. After that, repeated phaser/photon torpedo strikes, as well as a blast of energy from the deflector dish, do nothing to the Borg vessel.
"Descent" - Weapons do nothing; the E-D is forced to use a star to destroy the Borg cube.
However, the frontal salvos displayed in Best of Both Worlds, as well as The Survivors, demonstrate IMO superior firepower to that wielded by an Intrepid-class, and probably Voyager as well. Voyager may have had enhancements made over the years, but those were probably meant to specifically counter Borg adaptation technology.

Good question. I attribute this to the Voyager's crew rather than its shielding, as the Enterprise-D's engineers appear to be utterly incompetent..... However, the Voyager is a mere Intrepid-class scout ship, while the Enterprise-D is a Galaxy-class battleship, and the Starfleet's warship doesn't seem to have progressed THAT much in general firepower and combat ability from TNG to Voyager.
