Now that I've thought about it, it makes sense, especially with the DSP factored into it. The DSP would've served as a static test article, to iron out problems encountered while constructing the "production" DS.
As far as the construction time of DSI vs. DSII, the first of a kind is always going to take longer than models built further down the line. During the XB-70 program, A/V 2 took less time to build than A/V 1. When building the Space Shuttles, Rockwell's construction of OV-104 required 40% fewer man-hours than OV-102.
