I deleted these files using Hijack This. A repeat scan shows they are gone. No sooner have I opened up internet explorer (even if I am offline), they immediately appear.
HiJack This also tends to make a back up folder everytime I delete these files. I am unsure of the significance of this.
Edit - in fact, they reappear after I restart the computer and reappear in a few minutes when i repeat scan. WTF

Anyway, I did some more extensive digging -- se.dll is part of a CWS variant infection. Removing that is a definite pain in the ass. First, disable System Restore, as it'll use that to fix itself. Second, run CWShredder to remove as much of it as you can automatically. After that:
- Restart.
- Again, make sure that there are no Explorer, IE, or rundll32/regsvr32 instances running.
- Go to Documents and Settings\<username>\local settings\temp via the command line and manually delete se.dll. It's hidden, so be sure to set the "View all files" option.
- Go to the Windows base directory and delete any copies of faxsetxp.log that you find. Like se.dll, it's hidden.
- Run HJT! again (might be useful if you have a shortcut to it on your desktop) and eliminate all of the entries listed again.
- Restart, and check to see if it's clear.

You could find the executable and stick it into a ZIP file to send to an anti-spyware group for analysis. Then delete it (if it reappears, it's definitely a new breed of spyware).

It is, however, a bit on the crufty side, and some of the applications might be trimmable to save startup time and RAM. Since it appears to be a dedicated workstation (due to the Novell network modules and Symantec (rather than Norton-branded) AV used), I don't want to risk cutting any mission-critical functionality, so I'll hold off on specifying which components qualify.
