No, that's stupid. The simple fact of that the Galactic Republic and Jedi Order stood for 25 millienia according to ANH demands technological and scientific stasis for that period. Otherwise changes would inevitably have pushed political and economic and cultural equilibirum away from an all-encompassing stable political system for so long.
The Republic existing that long isn't necessarily the main reason, it's the whole "there hasn't been a full scale war since the foundation of the Republic!" line. Of course that doesn't mean there were no wars in the Republic, even destructive ones. Such a "full scale war" is what the Clone War is being compared to. The other thing is who's to say that the Republican government itself is in political stasis? The Republic could have changed and adapted along those millennia with the changes in society.

The thing about Dooku's cape is from the AOTC Visual Dictionary (released in 2002, probably released shortly before the movie, but I haven't checked that). So at least that part is C-Level for now... I don't know if it's referenced anywhere else.

I've heard that too. He probably also joined the Rebellion and became a Jedi (knowing those EU authors).
While I've heard the joke before (there's only 100 stormtroopers, but their armor is so good they just get up off-camera and then get shot again in another scene) it's not a totally stupid idea that *gasp* some (or most) of the "killed" stormtroopers actually survive these shots and live to fight another day.

Hence the term casualty. Both dead and wounded are casualties.
The real point was that Solo's blaster is responsible for quite a few
blaster pistol stormie casualties. I think after ANH it's the only pistol we see downing stormies.

Aside from helmets, the armour on all xTroopers looks pretty much the same, with the Stormies getting probably the worst shell design. The properties of the shell, and the likelyhood of surviving a hit, is unknown: but low-end military types have no armour at all (vehicle crewmen, Tantive IV crewmen, etc) so I'd say the amour must be seen to provide some benefit. Producing billions of elbow shoes would be a waste otherwise.
Although we never see anyone get up, it should be remembered that NO movies like this ever have non-fatal casualties on non-heroes. It doesn't mean it doesn't happen, particularly since in ANH they were checking casualties after the T-IV battle.
Okay, can someone explain to me how cloth can be 'blaster resistant' - whatever that means - when hard carapace armour is breached in one shot? If anyone claims Dookus cloak can absorb blasterfire, I'll slap them, as that makes NO SENSE AT ALL. Unless it absorbs/splinters it, but if it hits a part directly over his body it'll still fuck him through conduction.
As I understand if it is in the ICS it is g-level cannon that thing about Dookus cloak being blaster resistant is G canon then.
Does not Kevlar come in fabric as well as hard plates?
