I noticed another interesting tidbit as I was skimming through the AOTC Visual Dictionary today... on the page talking about Droidekas it says that humans can't carrying personal shields due to their "high radioactivity."
Yet we know from several other sources that personal shields ARE in use by humans and others post ROTJ.
So I guess the explanation is that the tech simply improved over the few decades since AOTC, or they're talking about some other kind of personal shield (ie: not the "big blue bubble type" used by the Droidekas).
Kyle Katarn's personal shield for example only glows (or doesn't glow, depending on the game in question) when it's activated by incoming damage.

Unlike droidekas, humans cannot carry personal shield generators because of the technology's high radioactivity.

Interesting, since the same AOTC:VD claims, that Palpatine has a shieldprojekor hidden in his chair.

The shields on a droideka are reactor fed and significantly stronger than the power cell fed shields seen in the EU. So, really, the VD should have said 'strong, long lasting' personal shields.
Is it possible that the ones the Destroyer Droids use have so much higher an energy output that it just isn't possible to fully shield them in an easily portable unit?
And lets not forget the personal shields that Clone Commandoes are equiped with.

also they might not work with same princebles as GR shields. Anyway what I think it not so much the shield itself then equipment needed to power it that causes the radiation (remember that both the Clone Commando's and Kyle Katarn's personal deflector deplate very quickly under heavy fire were as anything short of figther grade weapons ain't gonna go thru a Droidekas shield.)

It could also be a matter of different physiology in the case of the gunguns which allow them to survive more radiation, with clone troopers it could be because life is cheap, and with Sidious, well, he has the force.

Clonetrooper weapons seem powerful enough defeat Droideka shields, they would have to be, or Clones would have to have heavy vehicle weapons whereever they fight to defeat Droidekas

Question: In the starwars site, they make several references as to how large scale shield generators prevent energy weapons and hover-craft from passing through, but cannot stop solid objects from going through. This was the reason why many republic heavy weapons were terrestrial. Does this mean that a droideka shield can be penetrated in such a way as well? If so, why didn't Obi and Qui gon do that when they were confronted in Ep I?

Droideka shields don't use 'large scale' generators. However, if you tried to touch one through the shield, it'd probably zap you something nasty; IIRC, one of the things about SW energy shields is that unless you're grounded well, you're gonna get an electric charge passing through you. That's why repulsorlifts can't go through shields-- they'd be fried, along with their occupants. Even if you're grounded, you'll feel it (I've done some small-scale electrical maintenance, I know what it's like to have a charge going through you). Not the most comfortable of sensations...

Only ground hugging repulsorlifts; LAAT/i's and LAAT/c's were able to penetrate the theater-shielded field of battle.

The most likely explaination is that they can stop someone from passing through (as well as give them a mild burn), but not kill them because they don't want prisoners commiting suicide via disintegration. Better to just keep them in and give them some pain, and stop them from ending their sentence too early.
