Perhaps when compared to blasters, it's not cost-effective enough. Or perhaps it's too delicate for real battlefield work. Han sure broke his easily enough.

The real problem is likely range issues– its firing is said to look like a fountain of blue sparks, and can fountains of sparks typically travel for kilometers in a straight line?

It could be a cost issue. They give Leia one as a gift iplying that the things were majorly expensive. And it fire a small cone of blue sparks. perhaps range issues make larger versions impracticle.

Its also said that the control guns are the reason Hapan troops are near invincible in ground combat. So there have be a certain number for that to work.

Maybe they don't want it used by outsiders (except for rare gifts to special people, who in the case of Leia was expected to become the Hapan queen anyway) so they keep it very restricted and hard to maintain or repair unless you have specialist knowledge?

Awkward question time. if the GoC was so powerful why didn't they use them to make people bring them "quick charge" Turbolasers?

It has a limited time off effect. If you give them an order that might harm them they snap out of it. I beleive the turbolaser problem is from their severe isolationism. This prevents them from considering such ideas.
