Were all the Emperor's Hands female or were there any male Hands (No jokes please, I know it's also a rank in this Board)?

sorry. Anways, what exactly is an "Emperor's Hand". I've heard Mara Jade (sp?) was one, is it just elite people that do the Emperor's bidding? and do they have to be force-sensitive?

From what I know, they're agents who answer only to the Emperor. They're all Force-sensitive, primarily because the Emperor issues them orders through the Force. If I'm not mistaken the Emperor even avoids contacting them through conventional means. Their Force sensitivity also means they're more effective, of course.
