I've always assumed that those numbers meant that the entry is related to those parts of the SW saga (and Vos is related to EP1 even if he's not in it). As Aayla she's distinct in EP3 (in fact she even had lines), but in EP2 she just nother backround extra (in fact I didn't notice her until I knew what to look for (the same with the male kiffar in EP1))

The Kiffar in Mos Espa is indeed Vos, albeit retroactively. See the Republic comics.
