Yes, to build the first perhaps. If it's indeed the DS at the end of ROTS, it has must have gone through some extensive redesigning and reconstruction (which perhaps would explain some of the time it took before to get finished). Your position is that the DSII had to be constructed between ESB and ROTJ because they didn't mention it in the ESB scrawl.
However I remain unconvinced that there would be any need to mention it in the scrawl, because it bears no relavance to the ESB plot at all.

the Difference between the Tantive IV and the Great Weapon/Death Star is that the CR-90 (IIRC) is highly Modular (length:145 -155 m (this ain't an estimate)) by nature (something that seems to be common in all CEC products), were as the DS is supposed be unchanging design.
