I take that to be a good thing.
Droud armies could be good if you wanted to perform a pre-emptive strike against a completly unsuspecting enemy.
If the enemy didn't know that you had these battle droids, and if their weapons were inbuilt so that they weren't recognised as such, you could just ship them over and then activate them when they arrived in your enemy's major ports. Even if they got held up in customs...

How is excessive stupidity a good thing? These droids would have to be micromanaged, recieving orders and having supervision at all times, to make sure they didn't do something stupid, like get stuck at a choke point. This makes conducting multiple campaigns exceedingly difficult, and also makes you very vulnerable to any sort of communications jamming. If you can't tell your droids what to do, and their droid brains are as primitive as they are today, then you could lose the whole army. Cost is a factor here.
