No. It is stated in one source, the Dark Empire Sourcebook, and that source is rebel speculation.

So in fact, did Darth Vader (stated in the ANH novelization by his long term plans making the total destruction of one planet insignificant)

I call bullshit. I combed though the canon again and again on the 6 month and saw nothing indicating Vader wanted to conquer other galaxies. Either show the quote or retract.

I've heard that Pulsar Stations were deployed by Ysanne Isard, but was their development begun under Palpatine? (And for that matter do they technically count as "superweapons"?)

Pulsar station was a fully fledged research project planted by Ysanne Isard(For reasons which are spoilers) but not protype or acutal unit was built

A shame since the thing would have made a massivly good ship killer
