Firstly, new proto-Sith wouldn't have an entire galaxy to hide in, just one planet. Secondly, there wouldn't be any legacy of powerful Sith Lords around to find, harbour and train new disciples, or to subtley undermine the Council.
IOW, the new recruits would be sufficiently brainwashed, right? But what if there are force-sensitives out there who suddenly realize, "Hey! So that's what I've been able to do!"? And, reading SW literature, they might make certain...connections.

I'm seeing several rogue schools rising to compete with the new UN Jedi, possibly one in the PROC, one in the US.

A Government founded upon justice, and recognizing the equal rights of all men; claiming higher authority for existence, or sanction for its laws, that nature, reason, and the regularly ascertained will of the people; steadily refusing to put its sword and purse in the service of any religious creed or family is a standing offense to most of the Governments of the world, and to some narrow and bigoted people among ourselves.

From the films I do not get that impression; if they turned up I can't see it changing my faith in God and it would only turn those who are drawn in my miracles and not by faith.
Well, they do believe that the Force has a will, so you could call that their god.

The whole George Lucas angle would make things interesting, though, since not only did George create the Jedi and their galaxy, he's also demonstrated the ability to change things in that galaxy at will, through the Special Editions. If Lucas realises this, how long will it be until he decides to make the Jedi into his own personal army and claim that he'd always indended it to be that way?

Belief in the Force wouldn't be a religious belief if the Force could be demonstrated to actually exist. Following the Jedi Code, on the other hand, would be akin to religious doctrine.

We don't have any direct evidence to suggest that the Force actually has a will. We just have a bunch of Jedi who are all too willing to attribute anything they don't understand to the will of the Force and then making no real attempt to verify whether that claim is true.

Why haven't they done that in the capitalistic SW universe?

Maybe that sort of prescience is subject to the same restrictions as in the Dune universe -- i.e., it locks in the future?

Or, maybe the Jedi Code simply forbids it.
