Are there any RPGs out there that use a skill-based system? I think that would be a better than class-based. You get more control.

Well, yeah, just about every game played outside of the US. Västmark, DoD, GURPS (however bland & boring its system is), WEG SW, Eon, NEOtech, Mutant, FUDGE (highly recommended), BtVSRPG, Kult, Call of Cthulu, Shadowrun, Twilight 2000, MERC, Rimworlds, Terra Draconis... I probably forgot some.

So I think there shouldn't be much trouble getting a hold of a skill-based system. I recommend FUDGE myself, as it is free, but be advised it's more like a self-assembly system than a complete game.

Ok, admittedly, it should be possible to make a decent level-based game. Look to the Fallout computer games for a nice example of this.

And Tiers Age, Castle Falkenstain, Over the Edge, Witchcraft, Unknown Armies, Continuum, Elish...

Anyway, Fudge is both good and free. I recomand that.
