Just spread a bunch of conductive filaments around would be best. A single one will short everything up, but there so light and hard to see you can never clean them all up and a slight gust of wind will blow amount back on.

LOL, never thought of it quite like that. The idea is that it's going for the Middle East, East Africa and Southern Asia, the home of the vast majority of the works terrorists.
