B&B didn't write or have anything to do with DS9 as far as I know, which is why the show was halfway decent and even very entertaining at times. As for the Question, I would say the Empire is far more evil. They lost a war to the Rebellion and kept fighting to the end. From what I have seen, the Empire is 'only' a fascist regime because they don´t kill people because they are of a different race, religion or whatever else, not taking into account if the definition itself is valid.You can be jewish and not look a damn thing like the stereotype. It's, technically, not an Imperial academy. The Academy is nothing more than a training ground for people who want to get a job on a space ship. It teaches you the basic skills needed, like repair and piloting, you pick the area you want to attend, merchant or military for example. Biggs was put on a merchant ship after he graduated.
Problem is, although you aren't required to go into the military, you will most likely be drafted. According to Biggs, this was happening alot. So while it may not technically be an Imperial Academy, that's what it's purpose was quickly becoming.

You are right: The Nazis claimed that the Jews were a threat, yet this was pure ideology, supported by lies and ideology. No sane person can say the Nazis had valid arguments for their treatment of Jewish citicens. OTOH, the Jedis are a threat to Vader and Palpatine, perhaps even the only one. If Palpatine wants to stay in power, he has to get rid of the Jedis in the long run.
