Not Huts but normal everyday people. And you can’t say that Brothel owners would prefer to employ and pay people rather than just create a few holo ones. All the money would be going strait to them and there would be no limit to what a client could do.
Holo decks would be loved by the SW. They would increase the effectiveness and speed of training milita, decrease time/cost of developement of new tech, and the new technological uses of holograms them selves would be valueable. While the Huts may object, they would replace most slaves in the SW universe in short order.

It would let planetary governments train local militias at a lower cost, but if the training period is longer than two months-- special forces personnel receive years of training-- then it becomes very expensive to provide the power a holodeck needs, and you might as well do it in a real jungle, desert, mountain, etc.
As for reducing the time it takes for research and development, I think any improvements will be marginal, because military technology must be tested in a real world environment so the soldier would know how his tools would function in unexpected situations, and a holodeck environment is too controlled.
The holodeck will drive many brothels out of business, with the exception of very high end ones-- Rolls Royce survived Henry Ford's revolution in manufacturing because very rich people will pay very high prices to distinguish themselves from others. The Hutts will find a slightly reduced market in slavery, but they'll manage by exploiting holodeck technology themselves.
Those gun nuts do not understand the meaning of "overkill," and will simply use weapon after weapon of mass destruction (WMD) until the monster is dead, or until they run out of weapons.
They have more WMD than there are monsters for us to fight. (More insanity here.)

You have to remember that an ISD is incredibly power heavy remember quotes like “an ISD uses more power in a single hyperspace jump than some civilisations do in there entire history”. So even though this energy dose exist it is probable not in wide spread use on planets (other than shields etc). This means that fusion generators are likely the main power source for non military stuff. And of course with the number of people on places like corascant power demand will still be heavy and there for electricity will be expensive.
Or of entire planets may be powered by single hypermatter generators and power may be so wide spread it is free. We simply don’t know.

At the very least, it would catch on as recreation... I'm sure there are more than a few smugglers who would pay a few credits for an hour in a holodeck.
I don't think their's any doubt that it would. Only problem being hopefully the Star Wars galaxy finds away to fix all of it's safety flaws so that the safety's don't disengage and a horde of holographic killer Nazi's come charging at you while all you're trying to do is fuck holographic Princess Leia.

I was gonna say, they can take the principles of the holodeck and build it without all the sentient-AI fuckups. Considering the millions of droids in the SW galaxy, they appear to have a good handle on it.
