And although he may build up his forces in Cairhien, what are the chances that they'd stick with him, rather than think he is an uber-lord trying to play Daes Dae'Mar, the Game of Houses?
I know that. Vlad is not a Godlike savior. That's why it's not a straight-up fight.

And, Vlad, technically, is a lord; a Baronet of the House of the Jhereg. That ought to throw people off, though he's much more likely to build up a criminial network than to court the nobels.
Rand isnt limited to Carihein by Winters Heart either he could be in Tear ,Illian,Camelyn,or even Emonds Field.And Rand is bonded to a Green sister as her warder.And I`m not talking about Elayne Terkard either
And, thanks to the magic of instant teleportation, so can Vlad.

He doesn't have to take over, and he probably wouldn't want to. He'd just build up a network of button men, gambling establishments, enforcers, and spies in the Foregate, and spread it out to other cities.
But will he always for sure know where Rand is headed? What if Rand uses Portal Stones? Can Vlad teleport across diomensions?
It would take maybe a day to 'port to all the major cities and check to see if the Dragon has popped in; or he can simply contact his spies. And Rand is not likely to use Portal Stones, since they're dangerous, and he doesn't know where any of them are anymore.

IIRC, you can 'port anywhere, as long as you have a description of the place.
But it would take time to train them. He would have to take ove ra nation, similar to the way Rahvin did in the Fires of Heaven.
Not really. He'd just pick them off the street and tell them to go at their normal profession, just working for him. And he doesn't need a whole nation, just a hundred or so underlings.
When does this happen? And what about the Ways?
The Ways are either sealed or infested with Machin Shin. The Portal Stones, I don't recall Rand being able to control.

SoIaF isn't related to Taltos at all. It's a medieval fantasy series by George R. R. Martin, and the plotting and scheming in it puts Jordan to shame.
Because it takes too much time? Who knows. If he wants to escape Vlad, either of the other could be just as easy to implement as Travelling.. Just depends on the situation.
Traveling is far faster than either of those methods, and since Vlad can still find out where he went by asking around, they have no real advantages.

In other words, it was a moot point. Why did you bring it up?
Because you made a comment about how WoT villians were incredibly sneaky, when they really aren't.
On the other hand, how many people know what the Ways look like? How many know what it is like between dimensions? Surely if Rand left the doorway open long enough, Vlad would be able to teleport. And as far as the Ways, Vlad could teleport inside there, but what is goin to help him out once they are completely dark? What if the Black Wind, Machin Shin, gets him?

Vlad is an assassin. If it comes down to a straight-up fight something went horribly wrong with Vlad's plans.

Vlad would spend his time learning about Rand, spending a couple weeks in necessary doing research. Rand has been known to do some extremely impulsive things, often leaving the safety of his troops and wandering around. Frankly I think if Vlad wanted to take him down, he could. But then, Vlad doesn't like killing humans.

Vlad's sorcery, also, from what I've read isn't terribly strong. He's a much more adept witch, which is more about psionics. Still, no one in WoT understands witchcraft, so there's another advantage to Vlad.

So in a sneaky assassin fight Vlad wins. In a straight out fight Vlad get's hammered to dust by Aiel and Asha'man.

Assuming Vlad manifested himself in Cairhien, an immediate consequence is that each every WoT denizen there would die from pure awesomeness radiating from him. Among other things, this means several dead stuck-up snobs which may or may not be appreciated.
