They didn't seem to be so close to war in the first three seasons of TNG, where the theme was emphasized the most. My interpretation of it stops being valid somewhere during the course of TNG. Nothing says it can't be valid for a time period before TNG starts. It's supported, really; attitudes like "combat is a minor province in captaincy" don't suddenly crop up, they grow over years of complacency.
The Federation was bloodied later because the environment of the series changed without the Federation changing with it. I think that this was not a deliberate act but was a result of dumbass writers.
Hell, where the fuck did the Cardassians come from? All of sudden "Oh, the Federation's actually been at war with the Cardassians for some time, and they've just now signed a peace treaty." Where the fuck did this come from?
I could go into a long tirade about this, but I'll sum it up by saying that the writers tried to change the setting without changing the Federation accordingly.
Plus, people are unimaginative, and war is an easy topic to shit stories out about. Why else is the #1 suggestion for "improving Star Trek" invariably "romulan war" or "borg war" or "civil war"?

It's not the best way to do things: the Feds would do much better with several smaller and more efficient shipyards, placed as closely as possible to their sources of materials to eliminate lengthy shipment delays due to warp speeds. The "one big factory" system is wasteful and slow, take the USSR as an example.
Of course, being as they're a bunch of money-hating commies, the fact that they've got a centralized shipbuilding industry (no doubt controlled by the State) makes perfect sense. Long live the Glorious Redshirt's Paradise!
