So, who would the Empire nuke?

Inspired by those threads in N&P.

Essentially, the situation is that the Federation and most of the Milky Way has been successfully invaded and occupied by the Empire, through your average wormhole scenario. There's few loyalists to the old Federation ways now, and people mainly just want to rebuild their damaged cities.

That said, small groups of cultish suicide cell terrorists start forming, with allegience to a "higher" purpose of eradicating the interventioninst Empire, and for the slaying, imprisonment and torture of innocent ex-federation civilians. They have no singular command structure, but share a brand name and common ideology, namely that empire civilian targets are okay, as are capitulators, and martyring themselves is an easy and efficient way of causing a large number of casualties. They also have access and knowledge of how to reproduce Star Trek tech, including the genesis device and phase cloaking.

So, they eventually use the genesis device on Coruscant, while Palpatine and Vader are there. What happens next?

If Vader, the Emperor and whatever elements of the Imperial goverment on Coruscant are lost then the empire will splinter up even faster then the EU, each warlord would probably parade a line of terrorists for propaganda but would concentrate on gaining power and getting rid of his rival warlords while ruling with an iron fist.

Crap, I also meant to include: what if only Vader was there, what if only Palpatine was there, and what if both of them weren't there?

Well obviously, if either Palpatine or Vader survive, then every planet known or suspected to have ever harboured or supported these terrorists would be obliterated. Even planets which only provided rhetorical support would probably be obliterated.

It would be akin to the Americans nuclear-depopulating the entire Middle East in retaliation for a nuke strike on Washington DC.

I think it would be actually more powerful, since there isn't a power that possesses the level of superweapons that the Empire uses pretty casually. Their destruction of planets that collaborated with the terrorists could be done without any fear of reprisal, unlike the Americans who would have to worry about other countries in possession of nukes (most of those countries are allies, after a fashion, but I imagine such a widespread use of nuclear weapons would not be taken very well).

If one out of every 100 living creatures within the Federation's territory survives, it's a miracle. Nuclear attacks aren't anywhere near as thorough as a BDZ except right at the hypocenter.
