Fun little fact about Sim City 4: If you set Police Funding above 100% you'll actually get MORE crime due to the overzealousness of your overpaid police force. If you're going for a Sin City layout this might be worth considering since a city full of overzealous police officers that cause more crime than they prevent is pretty close to having a city with a corrupt police force in game mechannic terms.

Add in too few prisons and you have a... winner... I guess.
