It's simple. ERTC membership confers a series of pros and cons.
The pros are simple: huge tariff reductions in trade with the ERTC members (and since all your major trade routes go through ERTC-controlled ports, this means that you pay less for all commerce.) ERTC Enforcement ships will go out fo their way to protect your shipping in particular, and the Survey Division will map out better hyper-routes to your nation. Additionally, you get a vote in the Trade Commission, which essentially means you are as powerful as any other member is mobilizing ERTC resources, making laws, and so on.
The cons are a little less simple: Should an ERTC resolution be passed calling for your nation to join the rest of the ERTC in a specific action (embargoing some nation, dispatching fleets to attack someone,) you are obligated to take part. Here's an interesting idea. Just to provide a little incentive; if Agent Fisher can successfully resolve the Cornerian crisis (through which ever means possible) then perhaps it would be a good idea to allow him to continue to operate Corneria as a minor (or sub minor) power that he can then do what he likes with.

The Graiai are an elite manipule of the best crews in the Commonwealth. Their distinctive grey-painted vessels are the same models as those used by the rest of the Commonwealth Navy, but their officers and crews, selected for their professionalism, skill, and merits in action, are some of the finest starship crews in Known Space. Drilled relentlessly and held to the highest standards of New Bushido, the idea for the Graiai was spurred by the success of the extremely well-drilled SKS strike fleet against the Krytos Imperial Navy at the Battle of Coventry Orbit. The Graiai take the concept and run with it. It is common for particularly promising officers or enlisted men to be assigned to one of the Graiai for a tour of duty to learn from the best.
All Graiai vessels are worth twice as many points as regular vessels of their class.

The Graiai are an elite manipule of the best crews in the Commonwealth. Their distinctive grey-painted vessels are the same models as those used by the rest of the Commonwealth Navy, but their officers and crews, selected for their professionalism, skill, and merits in action, are some of the finest starship crews in Known Space. Drilled relentlessly and held to the highest standards of New Bushido, the idea for the Graiai was spurred by the success of the extremely well-drilled SKS strike fleet against the Krytos Imperial Navy at the Battle of Coventry Orbit. The Graiai take the concept and run with it. It is common for particularly promising officers or enlisted men to be assigned to one of the Graiai for a tour of duty to learn from the best.
All Graiai vessels are worth twice as many points as regular vessels of their class.
