Importing sprays into Source creates shitty artifacts

Ok, how do I import sprays and textures into Source games without them turning to shit?

My spray, in-game:

The original png, which looks exactly the same as the targa:

I know the jpg makes it look even worse, but the bottom of the spray clearly has artifacts introduced during the conversion. This also happened to some normal maps I took from Doom 3 and put into an HL2DM map.

In case you wonder, the original png was from an Objectdock icon set hosted on Deviantart.com--
